Key Qualification

I have a great experience in the field of civil engineering. This experience was gained through 47 years of practice. I participated in many national projects, such as the construction of the High Aswan Dam, The National Irrigation Improvement Project, The National Drainage Project NDP I, NDP 11 and the New Naga Hammadi Barrage and Hydropower Plant Project. The Integrated Water Resources Management projects phase 1 & phase 2. I participated in conducting the feasibility study of the Assuit Barrage and the feasibility study of the rehabilitation of Bahr Yousef Canal. As a consultant I participated in conducting the feasibility study of the Integrated Irrigation Improvement Management Project (IIIMP).

 

While I was an Eng. in the Egyptian Public Authority for Drainage Projects, I carried out engineering projects varying from research to design as well and supervising the implementation of major drainage projects all over Egypt. These projects included the construction of bridges, barrages, culverts, siphons, weirs, irrigation & drainage pumping stations, etc. I have a great experience in preparing the tender documents of national and international projects, in selecting the Consultants & Contractors short list, and all the other steps up to awarding the contracts.

I have a wide experience in carrying out environmental studies, in analyzing the negative impact of implementing the huge projects and the national & international rules and measures to be taken into consideration to avoid or mitigate the negative expected impacts.

Employment Record

2009-Present                     Senior Water Resources Management Specialist, Member in International Resources Group (IRG), USA, under the USAID/Egypt funded LIFE Integrated Water Resources Management project (IWRM II) for the period since January 2009 till end of September 2012. Eng. Nabil served as IRG’s Senior Water Resources Management Specialist, based in the Cairo office, and provided technical advice to the Ministry of Water Resources and Irrigation (MWRI) in order to promote and implement IWRM practices. Especially, Eng. Nabil was responsible for the development of Branch Canal Water User Associations (BCWUAs), sustained local financing for canals and drains maintenance, developed Integrated Water Management Districts, and Established Information Management Systems for sustainable water resources management. He worked in nine directorates and five governorates throughout the East Nile Delta Region. Eng. Nabil shared in preparing project monthly, quarterly and annual reports in addition to the project Annual Work Plans and final report. Eng. Nabil joined the USAID/MWRI representatives during their field trips to the IWRM II project different sites. He worked with the STTA staff during their visits to the project to provide technical assistance. 

 

2004-2008                            Member in the International Resources Group (IRG), USA, under the USAID/Egypt funded LIFE Integrated Water Resources Management project (IWRM I) for the period from October 2004 until the completion of the project in September 2008. LIFE IWRM I worked directly with Ministry of Water Resources & Irrigation (MWRI). Eng. Nabil was the Upper Egypt Regional Advisor. He was responsible for resident technical assistance to the three target irrigation directorates in Upper Egypt, Aswan and E.& W. Qena. He established and managed the Upper Egypt Regional project Office located in Qena. As Upper Egypt Regional Advisor, Eng. Nabil was responsible for monitoring and implementing all project activities in Upper Egypt for the three target irrigation directorates in E. & W. Qena and Aswan including the 17 newly formed Integrated Water Management Districts, and the 600 newly formed Branch Canal Water User Associations (BCWUAs). He established and managed the Qena Regional LIFE/IWRMDP office and Aswan Sub-Office, coordinated procurement and recruitment of the Regional Office, and supervised the regional Staff. He set up regular meetings/consultations with MWRI Central and General Directors, evaluated their priorities and concerns, attended and prepared minutes of all monthly & coordination meetings, and prepare monthly reports. He supported implementation of all project activities in Upper Egypt, transmitting information for the project to the Directorate & District staff, monitored and reported on work progress, prepared and implemented all training activities. He facilitated & monitored all class room training courses and on the job training provided to the MWRI General Directorate and District Engineers and Technicians. 

 

2006 - 2008                          MWRI Arbitrator nominated by the Minster of MWRI to represent the ministry in: two arbitration cases in Toshky Project & one arbitration case in the Horizontal Expansion & Project Sector in the Delta area, the value of the three arbitrations is EGP 250.00 Million. (The arbitrations were completed successfully)

 

February 2004                   MWRI Representative in joining the Munich University Delegation (Institute of Hydraulic and Water Resources Engineering - 16 Engineer and team leader) during the period from 13 - 22 February/2004 in visiting and briefing the delegation, in cooperation with the MWRI responsible engineers, on the  River Nile different important projects and related activities such as, Toshka Project & Mubarak Pumping Station, El Zaied Canal, Aswan High Dam and Old Aswan Dam, Naga Hammadi Barrage & Construction site of the new Naga Hammadi Barrage, Rosetta Branch: El Menoufy Head Regulator, Irrigation Museum, Hydraulic Research Institute, El Tawfeky Head Regulator and Wadi Garawi Sadd-El-Kafara Dam, the oldest dam in the World.

 

2003-2004                            Irrigation, Drainage and Water Resources Expert, in the Consortium Sogreah & ACE responsible for conducting feasibility study for the Integration Irrigation Improvement Management Project (IIIMP-MWRI)

During this employment, Eng. Nabil conducted research and prepared the following studies for  the Meet Yazid command area (located in the central Nile Delta, around the town of Kafr-el-Sheikh) covering 197,000 irrigated Acers.

2002-2003            First Undersecretary, Chairman of the Egyptian Public Authority for Drainage Projects (EPADP, 750 Eng. and 20,000 employees) Ministry of Water Resources and Irrigation (MWRI).

 

During this employment I Managed and supervised the implementation of the National Drainage Project NDP II including rehabilitation of 400,000 ha subsurface drainage net work and constructed 400,000 ha new subsurface drainage network. NDPII was a 5 year program funded by the World Bank (USD 50 million), the EIB (EU 50 million) and the German Bank KFW (EU 49.2 million). As chairman of EPADP, I was responsible on behalf of MWRI for managing the different loans, all donor coordination and negotiating contracts.

 

  • Revised & approved the Feasibility Study for the Privatization of the EPADP PVC Factories which were producing the different types of perforated & non perforated PVC pipes & the related fittings for tile drainage.

  • Participated in preparing the Institutional Reform Policy in Water Sector, in particular studying different proposals for merging the Egyptian Public Drainage Authority’s 5 Regions into the proposed Integrated Regional Authorities & integrating the drainage activities into the Irrigation Districts.

  • Participated in revising the Feasibility Study for Drains Project I carried out by (GITEC – Germany) and FINTECS Consultants (FINTECS – Egypt) and the preparatory feasibility Study for the Rehabilitation of Open Drains. As Chairman of EPADP, I was the key person responsible in approving the feasibility study which resulted in the ongoing project Rehabilitation of Open Drains in the North Qena Directorate (RDNQD). This is currently being implemented in parallel with the Maintenance of Drains Project II (MDP – II). Both were financed by the development grants from the KFW Banking group.

Consultancy Work

On the 14th of February 1983, I got the license to found an Engineering Consultant Office in the field of Irrigation and Drainage, on the 4th of December 1988, I got also the license to found an Engineering Consultant Office in the field of Structural Engineering, consequently, I have founded the Minia Engineering Consultant Group and I have participated in carrying out the following projects:-

 

  • The Main Pipe Network of El Minia Airport including the elevated reservoir water tank with a total cost of 2,000,000 L.E.

  • The Sanitary Network of El Minia Airport included the future extension with a total cost of 1,500,000 L.E

  • The construction design of the pumping stations of El Minia Airport with a total cost of 600,000 L.E.

  • Design and planning of El Salam City in El Minia Governorate including the design of residential buildings with a total cost of 6,000,000 L.E.

  • The construction & supervision of the following projects:-

  1. Civil works of the Sand Brick Factory in El Minia, 1989. The work included the renovation of the structures with a total cost of 4,000,000 L.E.

  2. El Fath Mosque with the Islamic Center and the annexed residential building with a total cost of 1,200,000 L.E.

  •    Designing and supervising the construction of the civil works of Bank Misr    branches in El Minia Governorate (1985-1986).

  • Geotechnical investigations, designing the architectural drawing & structural Design, preparing the tender documents, awarding the contracts and supervising the construction of the following projects:

  • The Residential Settlement of the Nile Cotton Company in El Minia Governorate.

Experience in the field of Hydraulic Structures

During my employment as the Head of the Reservoirs and Grand Barrages Sector, I was involved in the following projects:

 

  • New Naga Hammadi Barrage and Hydropower Plant (2.00 Billion LE). This project contains a full feasibility study, tender drawings and documents, detailed design, environmental study and environmental management plan, evaluation of the contractors and consultant's offers, Land acquisition and mitigation work including sewerage and drainage projects, planning all the construction work & the international agreements for the loan and the other financial procedure. This project is executed in co-operation with the German Government through the Development  German Bank (KFW) and the European Investment Bank (EIB)

  • Pre-Feasibility Study of Assuit Barrage and its Hydropower Plant, in co-operation with the Japanese Aid.

  • Feasibility study of Assuit Barrage and its Hydropower Plant, in co-operation with the German Government and KFW Bank.

  • Feasibility study of the Rehabilitation of Bahr Yousef Canal (950000 fed) in co-operation with the Japanese International Co-operation Agency (JICA)

  • Design and Supervise the Construction of Lahoun Regulator, Hasan Wasef & Gizawia Canales Head regulators with cooperation by the Japanese consultant, Sanyo, and the Japanese Contractor, Die Nippon, the total cost was 30 Million US $.

  • River Nile Barrages’ rehabilitation project and Dam Breach Study. The study has been executed with co-operation by the CIDA “Canadian Government".

  • Design and supervise the Construction of the New Menofy Head regulator. (90 Million LE).

  • Design and supervise the Construction of the New Tawfiqi Head regulator. (50 Million LE)

  • Design and supervise the Construction of the New Esna Navigation Lock.(150 Million LE)

  • Operation and Maintenance of all the River Nile Barrages and the main Head Regulators.

  • As a head of the sector, I was the decision maker for the previous mentioned projects and many other small projects. I was responsible for supervising and review the design work carried out by different international and local consultants, supervise the execution work by the international and local consultants, prepare the tender documents and the preliminary design for the projects, prepare and sign the financing agreements, approve all the payments & approve and sign all the financing agreements either in Egypt or abroad.

  • Also I had carried out several international field trips to visit similar projects world wide to beware of all the advanced technical methods in the field of the design & the construction of the Hydraulic Structures. I had attended also several international conferences in the same field.

Experience in the field of Environmental Hydraulics

During the period from January 1999 to May 2002, 1 had headed the environmental hydraulics analysis of the New Naga Hammadi Barrage and Hydropower Plant.  Since environmental impact of the project has been a major concern, detailed analysis of various aspects such as; land acquisition and compensation, health, fisheries, agriculture, hydrology, and ground water has been carried out.  The performed activities included:

 

  • Attended public meetings with the affected people in the project’s site.

  • Decision making concerning pre-construction works, which included land compensation, reallocation of houses, and the reallocation of major infrastructures such as canals and roads.

  • Initiated and followed up the program of compensation of landowners and affected people.

  • Established the inter-ministerial work between the Ministry of Water Resources and Irrigation and the Ministry of Insurance and Social Affairs.

  • Included environmental aspects in construction-related contract negotiations.

Experience in the field of Irrigation & Drainage

1969-1976            Project Eng. in Minia General Directorate for drainage projects (EPADP), during this period I was involved in conducting field surveys, hydraulic & civil designs, preparing tender documents & estimated tender cost, sharing in evaluating the contractor's offers, awarding the contract and supervising the implementation. In particular I was involved in the following projects:

  • Construction of main & branch Maghagha, El Fant, Sahel Zawiet El Godamy and Abad Sharona canals with total area 15000 fed.

  • Remodeling of El Ashraf first and second drains 9000 fed.

  • Construction of south Samalout cutting drain, Saquola cutting drain 7000 fed.(the work include all earth works and hydraulic structures)

  • Subsurface drainage projects for El Ashraf the first &the second regions 7500 fed.

 

1977-1981            Assistant Director of Work in Minia General Directorate for drainage projects (EPADP), during this period I was responsible for the site investigations, technical design, preparing the tender documents including the  technical specification, bid evaluation,.......up to awarding the contracts, supervising the execution, preparing the contractors payments and acceptance of the work............etc

                                In particular I was responsible for the implementation of the following projects:

  • Saquola, Abo Rahib and Menshat El Dahab drainage pumping stations and the related staff houses (area served 84000 fed).

  • Etsa workshop for maintenance of drainage and irrigation pump stations.

  • Remodeling the cross sections of main and branch drains serving an area of 30,000 fed.

  • Subsurface drainage projects in 22000 fed.

 

1982-1990            Director of work, inspector and Deputy General Director in Minia General Directorate for drainage projects (EPADP)

                                During this period I was responsible for controlling the implementation, revising the design, preparing the tender documents Up to acceptance of the work for the following projects:

  • Irrigation Pump Stations (IPS) for El Sheikh Fadl canal, Sawada canal, Gezeirat El Sheikh Tomaie canal, Gezeirat Sheba canal, Gezeirat El Barsha canal, Sahel el Sheikh Tomaie canal (total area served 20,500 fed).

  • All related staff houses for operation and maintenance for the above IPSs.

  • Kabkab Drainage Pump Station (63,000 fed.) and the related staff houses for operation and maintenance.

  • Remodeling the cross sections for Drains, Abo Raheb, , Bani Mazar, Mazora, Waslet Menshat El Dahab, Etsa, Kabkab, and Mazora, the total area served is 150,000 fed, the job include all related earth works and the execution of all hydraulic structures.

  • Dredging and maintenance of open drains serving 50,000 fed in Minia Governorate.

  • Construction of Subsurface drainage projects in 80,000 fed in Minia, Assuit and Benisuef Governorates.

 

1990-1993            General Director for Minia General Directorate for Irrigation Improvement Projects. (IIP-MWRI)

During this period I was responsible for IIP activities in Minia, Assuit, Benisuief and Qena Governorates, and for improving the irrigation system management in Serry Canal Command Area (120 000 fed.).  Serry Canal Command Area is considered as the largest Com. Area of all IIP Com. Areas scattered in the hall country of Egypt.

1993-1995            Head of the Central Directorate for Water Resources & Irrigation in Minia Governorate.  During this period I was responsible for the following:

  • Integrated Water Management activities in El Arose area in Dier Mowase District by constructing productive 74 wells to supplement the irrigation canal by ground water and establishing the WUAs for each well for controlling water distribution.

  • Supervising the productive wells project for vertical drainage in west Samalout City to improve the drainage conditions in the area by constructing 73 wells along strip of 100 km. long.

  • Supervising the Social Fund Project to protect the Nile embankments in Minia and Beni Swief Governorates.

  • Controlling the floods of 1995 in Minia Gov. that happened due to a heavy storm followed by a complete study to manage floods. This study was done in collaboration with Hydraulic Research Institute/NWRC.

  • Redesign Serry Canal cross sections and supervise the required hydraulic constructions for it.

  • Water distribution and allocation within Minia Gov. (550.000 fed).

  • Supervising the Main System Management Project (MSM project) in Minia Governorate.

 

1995-1998            First Undersecretary, Head of Irrigation Improvement Sector (IIS- MWRI).  During this period, I was involved in the following:

  • Supervising all the designs, contractual and construction activities for about 50% of the IIP contracts related to the World Bank project in Kafr El Sheikh and El Behara Governorates.

  • Supervising all other activities of the mentioned above W.B. Project such as:-

-Establishment of WUAs.

-Training (IIP staff & WUAs)

-Awareness programs.

-Procurement.

-Technical assistant and consultancy activities

  • Supervise all the above similar activities of the W.B. Project in all other Governorates in Delta and Upper Egypt, financed by other donors or through local funds.

  • Supervise the Feasibility Studies for other IIP areas such as Bahr Tanah, Bahr Shebein Command areas……..etc.

  • Started a new program financed by (JICA) Japanese International Cooperation Agency to improve the irrigation system in four Governorates in Delta area.

  • Participated in studies done by EPIQ/ USAID on the feasibility of establishment a branch canal Water User Associations (WUAs) in IIP and non IIP areas
